No idea.
I think its a redundant button, since none of the individual forums actually have leaders.... There are just Moderators which moderate the thing as a whole....

Is it able to be deleted,it is very unpro if somebody click and gets error http404.

I personally don't have access to anything like that. I can only edit/delete posts and ban pretty much.
If the forum owner, HJ, stumbles across this im sure he'll think about doing something.... someday.
