Probably not a third party one, since each routers' firmware is different and it'd be impossible to create a universal peice of software for that job.
I havent heard of it, but some routers could have this feature as standard. You'll probably be best contacting a few router manufacturers and asking if any of their models have a feature like the one you are after. I hope this helps, Tom.
