firstly logon to the new account you created that works, i've created 2 videos on how to fix your old logon, between video one and video 2 you will need to logoff the new account and logon on to the account that didn't work originally, logging on will take a while but it should be ok

Back to the basic, did you try run in Safe Mode? Try run your administrator account in Safe Mode and see whether the shut down button is still ther or not. If not, it's possibly altered in Registry Tools by some worm or spyware infections. You did have your full system scan with AVG AV right? Please view back the scan result and tell us what's the name of the virus detected.
