computer inaccessability

Hi
Can anybody help me. I have a Sony VA10 Desktop RX40 and having had problems with video software I uninstalled all the relevant software only to find that the computer would not then work. I then did a system restore to a previous satisfactory check point which only made matters worse. Now if I let Windows load normally I get a message that it cannot find the BROWSEUI.dll file and therefore can go no further. I was able up until yesterday to access safe mode and I have saved all the data I need to an external drive. I could not see anything wrong within device manager but could make no progress.in repairing the system.
However I, as of last night cannot even get into safe mode as before reaching the stage of getting it to log on I get the message that it cannot find the BROWSEUI>dll file and therefore cannot get further.
I cannot get into the system through safe mode in any of its forms.
I was quite happy to do a system rebuild from the recovery disks which worked really easily about a year ago when I last used them. They are in excellent condition but disk 1 runs to a point at which it then says that it "cannot normally execute the initial setting of partition information. This utility exits and your computer is rebooted". Partition info has never cjanged from the time that the computer was purchased - only change was to add an additional hard drive to create mor storage space. This is disk E with disk C being partitioned C & D
Sony suggested new recovery discs at £55 but there is nothing wrong with the existing ones.
In the absence of this they have suggested picking up the computer for hard disc repair at £238. I'm obviously wary in case I spend all that and get nowhere.
Can anyone help me even to get to the stage of just doing the rebuild in the absence of being able to access system as at present.
