Will 4200 rpm drive effect DVD movie playback

I am considering buying a loptop, toshiba. It has a 4200 rpm 200GB harddrive. I heard that this may effect the playback of movies from either a CD/DVD or those saved to my harddrive and making it freeze.
Has anybody ever heard of this? Is there any truth to it?
