Cool Can't give a title, don't know what is wrong. Help!

I hope someone can help me with this dilemma! I have an e-machines 8220 2.8 GHz pentium 4. Sometimes when I turn on the PC by the power button the drive light remains constant without booting up and can only turn it off by holding the power button for a few seconds. This can happen between 8 to 10 times and then will turn on. Also the PC turns itself on and I have disabled wake on LAN. Once the PC is on it works fine, although I have uninstalled absolutely every program we don't need in case any one was causing problems. Do you think it might be the power supply.

Update the ACPI and check for the power profile is config currectly
