By placing your Outlook Express Address Book on a CD, you have officially made it "Read-Only." That is, you have locked the file so no programs can write data to it. That doesn't sound like a bad thing when you think about it. You only really need to read data from the address book file, but when it comes time to add a new contact, the file cannot be written to.
So, the program requires the file to be capable of being read and written to. Obviously a CD can't do this, so you'll have to move it to another location. You could move it to My Documents for example and open it from there. That way, the program will have full access rights.
