New PSU issue

I just bought a new Sumvision 400W PSU to replace my 300W one, so I have power for my new 6800GS. The problem is the computer does not always boot. I turn the switch on the back of the PSU on, then press the switch on the front of my machine, there is a momentary blip of power, then nothing, I did get manage one boot, by switching the PSU on and off, and pressing the power on button until it finally did boot. 2 boots have been achieved straight away by disconnecting my DVD drive from the power. Is my DVD drive the problem, even though it has (once) booted fine with it connected?

NB. the system was doing this both with my FX5200 and 6800GS.

This issue was not occurring prior to your PSU upgrade?

It seems to be fairly clear what is causing the issue then...

I have out my old 300W PSU back in, everything working fine (no 6800GS though, as I believe 300W is not enough for it?) Checked my 400W PSU and the 12V rail only has 12A, I've heard the AMD 64 3000+ needs at least 21~22A? Could this be the problem?
