Windows only allows you to log on a specific user. Multiple users could have a common account, but an account cannot have multiple passwords. This is the same of all OS I know of.

The key issue is that each identity is associated with a password, not the reverse. This means a password cannot be resolved to a user name. This would be a security problem.
