Here's what I recommend: Find out what the motherboard chipset is and install the drivers for it. It is really hard to give you some fool proof advice because the USB drivers from system to system are different. I'm surprised windows wouldn't include the chipset's USB drivers. If the USB ports reside on an expansion card on the PCI bus, you'll obviously have to get the drivers for that instead, but the way you described it I'm leaning more toward chipset drivers.
I can find the drivers for you if you find out what chipset the computer uses. There are many ways to find out what chipset the computer has. One easy way, if it happens to be an intel chipset, is
this utility. Otherwise, you could have a look at the motherboard, or go into the device manager.
