Er no. Do not delete installed programs or components. This will be even more messy than leaving them installed - it could leave registered libraries and registry entries hanging around - this might not be reversible and cause unpredictability that can be feasibly solved only by Windows reinstallation.

The message you are getting is a problem with the installer's libraries - either they a library is not registered, or there is something unexpected happening when a call it attempted.

The first thing you'll want to do is empty your temporary folder

Click Start, Run and type %temp% and hit enter. Delete everything that's in that folder. There may be some .log or .tmp files that you can't delete and will stop you. Try to delete as much as you can.

Make sure there are no other running programs and try again. If it fails, try reinstalling the software right over the top, and then uninstalling it again. If none of this works, post back.
